EDDM Retail vs. BMEU: Which One Fits Your Mailing

Last updated: June 2026 · Verified against official USPS rules

Quick answer: EDDM Retail is the no-permit option for mailings of up to 5,000 pieces per ZIP per day, dropped at your local Post Office and paid by card, cash, or check. EDDM BMEU runs through a Business Mail Entry Unit under a USPS Marketing Mail permit: no daily cap, pieces up to just under 16 oz, and postage paid from the permit account. Most local businesses fit Retail. Big drops, heavy pieces, and nonprofits usually belong at the BMEU.

Two Doors Into the Same Program

Every EDDM mailing enters the mail stream one of two ways, and the choice changes your paperwork, your payment, and your limits:

    • EDDM Retail is the counter option. You build the order in the free USPS mapping tool, print the forms, and hand bundles to the clerk at the Post Office that serves your routes. USPS built it so a small business could run saturation mail without ever buying a permit.
    • EDDM BMEU is the commercial option. The mailing enters through a Business Mail Entry Unit, the loading-dock side of the postal system, under an active USPS Marketing Mail permit, with postage drawn from the permit account.

When Retail Is the Right Call

Retail fits the way most neighborhood campaigns actually run. You qualify comfortably if:

    • Your mailing is 5,000 pieces or fewer per ZIP per day. Bigger totals can still go Retail; you split the drop across days or ZIPs.
    • Your piece weighs 3.3 oz or less. Nearly every postcard and folded menu does; see the size requirements chapter for what qualifies.
    • You want zero permit overhead. A Marketing Mail permit carries an annual fee; Retail skips it entirely.
    • You're fine reaching every active delivery on the route, homes and businesses alike.

One Retail quirk worth knowing before you fall in love with a map: the tool may require multiple Post Office drop-offs when your routes are served by different offices. The order summary warns you, and you can drop the outlier routes or make the extra stops. Our bundling and drop-off chapter walks the whole counter process.

    When BMEU Earns Its Permit

    • Volume. No daily cap means a 40,000-piece citywide drop enters in one shot instead of eight Retail days.
    • Weight. Multi-page booklets and product samples over 3.3 oz can only go BMEU, up to just under 16 oz.
    • Residential-only delivery. The "Residential Customer" address block skips business addresses; Retail can't.
    • Nonprofit postage. Organizations with a Nonprofit authorization number get reduced Marketing Mail rates, but only through BMEU entry.
    • Entry-point discounts. BMEU pricing varies by how deep into the network you enter: a regional distribution center, the local sectional facility, or the destination delivery unit itself. Deeper entry, lower postage. This is mail-shop territory, and it's exactly what we do.

You don't need your own permit to mail BMEU. Catdi Printing runs client EDDM drops under our permit, handles the postage statements, and delivers to the entry point, so you get BMEU advantages without the annual permit fee. Postage is always a pass-through: you pay exactly what USPS charges, never a markup. Request an EDDM quote and we'll route your mailing the cheaper way.

    What Each Route Costs

EDDM Retail postage is a flat $0.247 per piece regardless of size, as long as the piece qualifies (current USPS rate; USPS adjusts rates in January and July, so verify before you print). BMEU postage varies with weight, entry point, and nonprofit status, so there's no single number; the postage statement sets it per mailing. For your routes, our free postage calculator prices both paths in minutes.

    Retail vs. BMEU FAQ

Do I need a permit for EDDM?

Not for EDDM Retail; that's its headline feature. BMEU entry requires an active USPS Marketing Mail permit, but you can mail under your print provider's permit instead of buying your own.

Can I send more than 5,000 pieces with EDDM Retail?

Yes, just not to one ZIP in one day. The 5,000 limit is per ZIP Code per day, so larger campaigns split across days or ZIPs. If you're consistently bumping the cap, BMEU is usually the better door.

    Is there a minimum order?

Both paths require at least 200 pieces (Retail measures it per ZIP, and waives it when the ZIP's routes total fewer than 200 deliveries).

    Which one is cheaper?

For a typical postcard drop under 5,000 pieces, Retail usually wins once you count the permit fee BMEU requires. At higher volumes, entry-point discounts and the lack of a daily cap swing it to BMEU. We run the math both ways on every quote.

Can a nonprofit use EDDM Retail at nonprofit rates?

No. Nonprofit Marketing Mail prices apply only to BMEU-entered EDDM with a Nonprofit authorization number. Retail charges the standard flat rate to everyone.

Does my artwork change between Retail and BMEU?

Yes, the print panel does: different indicia and different address-block options. The indicia and addressing chapter shows both formats exactly.
